I need access to the User Product metadata.xml file currently located in the s3://sentinel-s2-l1c/products directories for a given metadata.xml (granule-level) file located in the s3://sentinel-s2-l1c/tiles directories. The location of the user product metadata.xml cannot be directly inferred using information in the granule-level metadata.xml because the time stamps and naming convention of the folders at the product and tiles level are different. I particularly need access to the SOLAR_IRRADIANCE values present in the user product metadata.xml that are not present in the granule-level metadata.xml. Can the user product metadata.xml be added to the corresponding tiles directory for each collect?

I am not sure I understand the problem.
Each tile has productInfo.json file, i.e.
https://roda.sentinel-hub.com/sentinel-s2-l1c/tiles/1/K/AT/2018/7/20/0/productInfo.json
where you can find the location of the product-associated data, i.e.products/2018/7/20/S2B_MSIL1C_20180720T220919_N0206_R129_T01KAT_20180720T233535/datastrip/0
So you should be able to get all relevant information.
