Restrict ArcGIS Pro lug-in to remove ordering images outside of organization

Our organization is interested in using the ArcGIS Pro plug-in as it is the fastest and easiest integration for up-to-date WMS services for our end users. However, it has one big drawback. Non-admin users have the ability to order archive imagery, which charges credits. There isn’t an easy way in the plug-in to differentiate between the two. It would be great if there was a way to differentiate between archive and flexible tasking so we could allow a great number of users to view imagery instantly.
