Quota deducted from new plans while older plans still have available quota

on behalf of a customer:

I top up with new contracts through the year, before the quota on the previous one has been used up - when this happens with skysat archive, as I download data, the system automatically takes from the newer contract, leaving quota unused on older contracts that are near expiry.

Idea: quota should be deducted from the plan closest to expiry.
