PE Order Image Flow: Add a toggle to allow end-users to decide whether they want to be notified.

When users begin the order process in Planet Explorer, every direct download request automatically triggers a notification email to be sent. 

We understand that some users prefer the flexibility to enable or disable notification emails as they see fit, especially when they already have it when ordering via API.
