Lack of flexibility on subscriptions per user

On behalf of a customer:

When an org has access to both SkySat and PlanetScope. Users that need to have access to SkySat need to be in the same org.

IF users of that org need to have restricted access to download quotas, then they have to either choose between the org with access to SkySat Tasking or be in the org with the limited download quota. The Org admin has to spend time figuring out who needs to have access to quota and whether should have to SkySat or PlanetScope’s download quota.
