Conditional before submitting an order in Explorer or APIs to save download quota

It would be highly beneficial to implement a pop-up notification for customers right before they place an order. The pop-up should convey something along the lines of 'This action will consume X value from your download quota.'

In cases where the customer either didn't use the clip option or lacks sufficient quota for the download, a message should appear, stating, 'You do not have enough quota to proceed with this order.'

This proactive approach will undoubtedly help us avoid numerous issues related to downloads in the future.
