Premium Clipping Upgrade

We are downloading imagery of the same 4^km estuary every day from planet for our research, but because of the preferred clipping tier associated with the “Basic Research and Education” package, we are being charged for 100 km^2 for each download, despite the download its self only containing 4 km^2 of imagery. Is there any way around this? It ultimately means I’m being charged for 25x more area than I actually order or receive. It looks like there is an elevated “premier” clipping tier that will allow you to clip smaller areas and be charged just for the area you clip, but I can’t find any information on how to upgrade to that tier or how much it costs.
