Is it possible to get hours and minutes with time zone in FIS response?

Not yet, sorry.
We are working now on the new catalogues service (similar to WFS, but using the new approach, similar to process API), later on we will work on new Statistical API. It is not straightforward to design this functionality to cover for the variability of the EO data we are handling right now.
